A 4-bedroom single-storey house
The single-storey type fits 4 bedrooms and 2 bathrooms into 1,000 sq ft on a 20′ x 70′ lot, with separate dry and wet kitchens. That suits older parents or anyone who does not want stairs. Trade-off: 4 rooms in 1,000 sq ft means small rooms — check the dimensioned plan before you decide.
A double-storey with 4 bathrooms
The double-storey gives 1,920 sq ft, 4 bedrooms and 4 bathrooms, a ground-floor guest room with its own bathroom, an upstairs family area and two balconies. The ground-floor house is 48′ deep and the porch is drawn for two cars.
Next to an established taman
The site sits beside Taman Seri Raia, a lived-in neighbourhood with a mosque and shops, and just west of Federal Route 1. You are not buying into an empty field. Trade-off: this is a plain terrace scheme — no guardhouse, no clubhouse, and the developer lists no maintenance fee.
Construction you can see
2026 drone and site photos show the first single-storey rows at brickwork and roof-truss stage and later rows at footing stage. The developer targets completion in Q1 2028; ask for the architect’s progress certificate for your row.
Individual titles, 99-year lease
Each house is on an individual residential title, leasehold 99 years to 2124. That is a full, fresh lease — the usual concern with Perak leasehold (a short remaining term at resale) does not apply here for decades.

From the porch you enter the living room, with the master bedroom beside it. A central corridor runs past bathroom 1, bedrooms 2 and 3, the dining area and a dry kitchen, then bathroom 2, bedroom 4 and a wet kitchen at the back. The house is 50′ deep behind a 20′ porch. Corner units get a side garden. Four bedrooms in 1,000 sq ft means compact rooms; ask me for the dimensioned drawing.

The site is in Kampung Kepayang, on the southern side of Ipoh towards Simpang Pulai. It adjoins Taman Seri Raia (Laluan Seri Raia 8 and 10) to the west and sits just off Federal Route 1, with the North–South Expressway running parallel on the east.

Malaysian law requires every housing advertisement to print the developer’s licence and advertising & sale permit. The two brochures I have do not print them, so this table shows what is and is not on paper. You can search the developer on the KPKT TEDUH portal (teduh.kpkt.gov.my).

Foreign buyers: what Perak allows
Foreigners can buy residential property in Perak only above the state’s minimum threshold, set by state policy (generally RM1,000,000 for residential property — confirm the current figure) and with State Authority consent. Terrace houses in this part of Ipoh are not in that bracket, so in practice this project is for Malaysian buyers.

Start with the fact you can check yourself. The developer printed on both brochures is Artana Properties Sdn. Bhd., company no. 1147987-V, of No. 2, Persiaran Perindustrian Pengkalan 16, Kawasan Perindustrian Pengkalan Maju, 31500 Pengkalan, Perak. You can confirm the company with SSM and its developer’s licence on KPKT TEDUH.
Artana is a small Ipoh developer with very little public footprint: I could not find an official website, news coverage or portal listings for it. The name “Raia Saujana III” suggests earlier phases, but I have not been able to verify them.
What that means for you: with a small developer, the paperwork matters more than the brochure. Before you book I will get the developer’s licence, the advertising permit and the latest progress certificate in writing, and I will show you the site so you can judge the build quality yourself.

Two types, both on 20′ x 70′ lots: a single-storey terrace with 1,000 sq ft built-up, 4 bedrooms and 2 bathrooms, and a double-storey terrace with 1,920 sq ft built-up, 4 bedrooms and 4 bathrooms.
How many units are there?
85 terrace houses in 9 blocks on 2.45 hectares: 6 single-storey blocks and 3 double-storey blocks. The developer has not published the exact split by type.
When will it be completed?
The developer’s target is the first quarter of 2028. Construction was under way in 2026, with the first single-storey rows at roof-truss stage. I have not seen a statutory completion date.
Where exactly is it?
In Kampung Kepayang, south Ipoh, beside Taman Seri Raia and just west of Federal Route 1 (Jalan Ipoh–Kuala Lumpur). The PLUS Simpang Pulai interchange is about 5 km away and AEON Mall Ipoh Station 18 about 10 km (my estimates).
Is it gated and guarded? Is there a maintenance fee?
No. The developer lists no security tier and no maintenance fee or sinking fund, so it is an open terrace neighbourhood like the surrounding tamans.
Can foreigners or Singaporeans buy?
In practice, no. Perak sets a minimum purchase price for foreigners (generally RM1,000,000 for residential property — confirm the current figure), and terrace houses here are well below that level.
Are there Bumiputera lots?
Yes. The brochures state that some lots are Bumiputera lots. Ask me which lots are open to non-Bumiputera buyers.
How much can I borrow?
For your first and second residential property, Malaysian banks generally lend up to 90% of the price, subject to your income and credit record. LPPSA financing for civil servants is a separate route; ask me to check it for this project.
