Six things that decide whether Santai 3 fits you

This is a plain, honest product: one size, three bedrooms, two parking bays, freehold, inside a township that has been building since 2014. Most of the decision is about whether you want a 872 sq ft flat in Tebrau at RM637 to RM681 per square foot.

The permit states it outright: Bilangan Parkir: 2. For a sub-RM600,000 apartment in Johor that is genuinely generous, and it is the single most underrated line item on the whole permit. Floors 1 to 7 also get direct car park access.

Every one of the 627 units is 872 sq ft with three bedrooms. That makes pricing transparent when you sell — but it also means all 627 owners are selling the identical thing, and the only variables left are floor, facing and condition.

There is only one layout in the whole development: 872 sq ft, three bedrooms, two bathrooms. EcoWorld's own drawing shows nineteen units per floor and a handful of cosmetic type codes — A, A1, A2 and the terrace variants — that share the same area and differ only in fittings and whether a private terrace is attached.

EcoWorld publishes the layout sheet on its own Santai 3 page and inside the official e-brochure, but the file is too large to host reliably here and I will not re-draw or crop someone else's drawing. EcoWorld publishes the sales gallery address but not a lat/long or a Plus Code for the Santai 3 building footprint, so the map is centred on EcoWorld Gallery @ Eco Spring — the address on the advertising permit. I would rather point you at a real registered place than publish a decimal I cannot source.

Note what is not on EcoWorld's own location map. The developer names the EDL, Tebrau Highway, IKEA Tebrau, AEON, Hospital Sultan Ismail, Sunway College and Senai Airport — but it shows neither Bangunan Sultan Iskandar (the Causeway checkpoint) nor the RTS Link station. That is a deliberate positioning choice, and an honest one: this is a Tebrau-corridor family apartment, not a border-crossing play. Judge it on schools, hospitals and the retail belt, not on the RTS.

Three fields agree, and the name is a translation

The licensed company is Eco Summer Sdn Bhd, which this page names. The register counts 627 units — exactly the figure this page carries. And read the registered name: Flora Santai Tiga. Tiga is three in Malay. The same licence also carries Flora Santai (14320-18, 460 units) and Flora Dwipuncak Santai (14320-17, 460 units) — the earlier Santai phases. The naming line runs straight through.

The narrowest price band I have seen on this website

RM555,500 to RM594,000. A spread of RM38,500 across 627 homes — about seven per cent, on a project where every unit is three-bedroom with two bathrooms.

That is not how an open-market condominium is normally permitted. A band this tight, on a uniform product, is the signature of a price-controlled or quota scheme — the affordable or medium-cost housing a developer is required to build as a condition of approval.

I cannot confirm from the register which programme, if any, applies here. What I can tell you is that the pricing pattern makes the question unavoidable, and that the answer changes what you are buying:

If a unit here falls under such a scheme, it typically carries an income ceiling, an eligibility test, allocation by ballot or state list rather than open sale, and a moratorium of several years during which you cannot resell. Those conditions are usually also closed to non-citizens outright.

Ask it plainly, in writing: “Is this unit part of a state affordable or medium-cost housing quota? If so, what is the income ceiling, the eligibility test and the moratorium period?”

The upside of a band this narrow

There is a genuinely useful flip side, and it is unusual enough to name. When every unit is permitted within RM38,500 of every other unit, a per-square-foot figure quoted for this project actually means something.

On most projects on this site, one quoted price per square foot is an average across products that differ by three or four to one, and it describes nothing. Here it does not. What will differentiate your unit is floor level, aspect and block position — so those are what to ask about, on the real site plan rather than the render.

12.66% built, with a permit to October 2028

That is the developer’s own certified progress return, not an estimate. One eighth complete: substructure and early frame. Everything being sold is still a drawing.

The permit runs to 21 October 2028 — the licence expiry, not a handover date. Different document, no obligation to agree.

At this stage, get in writing: the completion date in your sale and purchase agreement, and the liquidated damages clause. For strata housing the statutory rate is 10% per annum of the purchase price, running from that date. And because progress payments release against certified stages, re-read this register page before each one. Free, one minute, and the number is the developer’s own.

Foreign buyers: nothing here is available to you

The highest permitted price in this development is RM594,000. Johor’s minimum purchase price for a non-citizen outside the designated exempt zones is RM1,000,000.

No unit here can lawfully be sold to a foreign buyer. The entire permitted band sits at roughly half the threshold. If anyone offers to arrange it, ask for the mechanism in writing and put it in front of your own lawyer first.

Ask for documents using the registered name

The register has never heard of “Duduk Santai 3”. Use Flora Santai Tiga, project code 14320-23, Eco Summer Sdn Bhd.

About Eco Summer Sdn Bhd (EcoWorld)

The licensed developer is Eco Summer Sdn Bhd, 201401000315 (1076385-V), under developer licence 14320/02-2029/1556(A) valid to 10 February 2029, with Eco World Project Management Sdn Bhd (978603-W) as project manager. The registered development name on the permit is Flora Santai Tiga — you will not see that name in any advertisement, but it is the name the paperwork uses, so quote it when you check the project on teduh.kpkt.gov.my.

The thing to understand about this product is the duduk brand. EcoWorld launched it in 2020 as a deliberately attainable high-rise line for younger buyers, separate from its landed townships, and it has since sold more than RM2 billion across upwards of 5,400 units in six projects. Deputy chief executive Liew Tian Xiong has described the intent as aspirational rather than merely cheap — which is a fair description of what Santai 3 actually is, and also why its pricing has drifted upward.

Delivery record, stated plainly: EcoWorld is a landed-township builder first. The duduk line has one completed handover — Huni D'Eco Ardence in Selangor, launched September 2020, sold out within about six months and handed over in January 2024. On this site, Santai 1 and Santai 2 are still under construction, both targeting January 2027, with EcoWorld's published progress at 1 August 2026 showing Santai 1 at internal plastering and Santai 2 at wall and roofing. So there is no completed Santai building here yet, and therefore no resale or rental evidence from a finished block. On the other hand you can watch two of them go up before you commit, which is more than most buyers get.

The amenity that will most affect daily life here is Santai Square, the 125-unit strata shop-office scheme in the same precinct. EcoWorld announced in June 2025 that it had signed Jaya Grocer across ten units totalling 13,832 sq ft, The Coffee Bean & Tea Leaf at 2,882 sq ft with a drive-thru, and TITAN Preschool across 13,078 sq ft over three levels. A supermarket, a drive-thru café and a preschool signed into your own podium cluster is a far more solid amenity story than a render of a pool.

One more thing worth knowing about who fills apartments in this corridor. EcoWorld has been selling industrial and data-centre land in Johor at scale — RM693 million to Microsoft in February 2025, RM280.8 million of Kulai industrial land in April 2026, and a 935-acre Kulai industrial park joint venture with SD Guthrie and Permodalan Darul Ta'zim. Those buyers bring the salaried employers who rent and buy in the RM500,000 to RM600,000 band. For a project legally closed to foreign buyers, that domestic demand story is the one that actually matters.

Frequently asked questions

Can foreigners or Singaporeans buy Duduk Santai 3?

No. Not one unit. The advertising permit puts the price range at RM555,500 to RM594,000, and Johor requires a non-citizen buying strata property to pay a minimum of RM1,000,000. The ceiling here is barely half of that.

EcoWorld's own permit also carries the Sekatan Kepentingan restriction in plain Malay: parcels built on this land cannot be sold or transferred in any manner to non-citizens or foreign companies without state authority consent. So there are two separate bars, not one.

For completeness, if you are comparing this with a project you could buy: the Johor foreign buyer levy from 1 July 2025 is 3% of the price or RM30,000, whichever is higher, with a special minimum of RM50,000 where a serviced residence is priced under RM1 million. The old 2% / RM20,000 rates apply only where the sale and purchase agreement was signed and stamped and the complete application reached the state land office on or before 29 August 2025. Non-citizens buying residential property also pay a flat 8% stamp duty from 1 January 2026. What is the price of Duduk Santai 3?

RM555,500 to RM594,000, stated on the advertising permit printed at the foot of EcoWorld's own Santai 3 page and repeated on ecoworld.my. At 872 sq ft that works out to roughly RM637 to RM681 per square foot. There is a 15% Bumiputera discount.

You will find “from RM450,000” and “from RM460,000” on several listing and agent sites. Those are not the permit figures and I would not use them. EcoWorld itself issued an indicative “from RM505K with an early-bird package” line back in June 2025, before the permit was issued in October 2025 — so even the developer's own earlier number has been superseded.

Because there is only one built-up, price differences between units come down to floor level, facing and any terrace attachment. Ask me for the current stack chart and I will tell you what each remaining level is actually being quoted at.

When will Duduk Santai 3 be completed?

October 2029, on the advertising permit as published on both duduk.my and ecoworld.my. An earlier version of the e-brochure printed September 2029; the current permit says October. Either way it is 2029.

The “2028” that appears on listing portals and agent pages is simply wrong, and it is wrong by more than a year. On a project you are financing through construction, a year of progressive interest is real money.

Construction has started. EcoWorld's published site-progress update at 1 August 2026 reads “Santai 3 – Framework In Progress”. Santai 1 and Santai 2 on the same site are further along and both target January 2027.

How many units and layouts does Santai 3 have?

627 units, and one layout. Every unit is 872 sq ft (81.0 sqm), three bedrooms, two bathrooms, with two car park bays. As at the permit's July 2026 update, 472 of the 627 were still shown as unsold.

EcoWorld's floor plan shows nineteen units per floor. You will see type codes A, A1, A2 and a set of terrace variants — those differ in sanitary fittings and whether a private terrace is attached, not in area. All of them are 872 sq ft.

The permit does not state a storey count. Nineteen units per floor across 627 units implies 33 residential levels, which matches the “33 storeys” figure circulating online — but that is arithmetic, not a developer statement, and I flag it as such.

Should I buy Santai 3, or wait for a resale unit in Santai 1 or 2?

It is a real question, because Santai 1 and Santai 2 are the same builder, on the same site, and both hand over in January 2027 — nearly three years before Santai 3.

The numbers: Santai 1 and 2 are 947 sq ft at RM528,000–RM574,800, about RM558–607 psf. Santai 3 is 872 sq ft at RM555,500–RM594,000, about RM637–681 psf. So the earlier phases are 75 sq ft larger and roughly 14% cheaper per square foot. Both are sold out from the developer, so buying in means buying an assignment before completion or a subsale after it.

The case for Santai 3 is that it is new stock with developer package and legal-fee absorption, a full warranty period from 2029, and two car park bays confirmed on the permit. The case for waiting is space and price per foot. What I would actually do is go and stand in a completed Santai unit first — and by early 2027 you will be able to.

How far is Santai 3 from the Causeway and the RTS Link?

EcoWorld does not publish either distance, and that is itself the answer. The developer's own location map names the EDL, Tebrau Highway, IKEA Tebrau, AEON, Hospital Sultan Ismail, Sunway College and Senai Airport — but it shows neither Bangunan Sultan Iskandar nor the RTS Bukit Chagar station.

What EcoWorld does publish is 20.6 km to the Johor Bahru city centre via the EDL Expressway and 20.6 km to Singapore. I am not going to convert that into a checkpoint distance, because a straight-line estimate dressed up as a fact is exactly the sort of number that gets repeated for years.

The honest framing is this: Santai 3 is a Tebrau-corridor family apartment, not a border play. If your reason for buying in Johor is the RTS commute, this is not the project, and I will say so rather than sell you the wrong thing. If your reason is a three-bedroom freehold flat with two parking bays near Austin, Tebrau and Hospital Sultan Ismail, it fits properly.

What facilities come with Santai 3?

From EcoWorld's official facilities plan: a swimming pool and wading pool, a gymnasium plus a semi-outdoor gym, children's playground, BBQ area, multipurpose hall and multipurpose area, a hang-out space, childcare, separate male and female suraus and changing rooms, an accessible toilet, the management office, a mail room and a covered drop-off. The detailed plan covers the ground-floor deck.

The building also carries a retail band at its base, and the vertical stacking runs retail, mechanical and electrical services, facilities, commercial car park, resident car park, then the residential floors. The number of retail lots is not published — the “26 shop lots” figure circulating online does not appear in any EcoWorld document I could find.

Township-level, you also get the Eco Spring residents' clubhouse, Urban Park, Spring Labs retail park, Eco Palladium, and Santai Square with Jaya Grocer, a Coffee Bean drive-thru and TITAN Preschool signed as of June 2025.

What are the risks of buying a serviced apartment in Tebrau right now?

Supply is the main one. NAPIC's Q1 2026 figures show Johor holding 9,972 unsold completed serviced apartment units — more than any other state in Malaysia. Santai 3 adds 627 more, all of them the identical 872 sq ft three-bedroom.

Title category is the second. The building plan is filed under MBJB's KOM — commercial — reference, which is normal for a serviced apartment but carries commercial-rate assessment, commercial water and electricity tariffs, and usually a tighter bank margin than a residential-titled condominium. The permit does not spell out the land use in words, so confirm it in the sale and purchase agreement.

Third, there is a Bumiputera quota with a 15% discount, and the title restriction means a unit that has passed into Bumiputera ownership cannot later be sold to a non-Bumiputera buyer without state consent. That does not affect you at purchase, but it does narrow the resale pool for that portion of stock. Ask which quota category the unit you are looking at falls into — it is a fair question and the sales team can answer it.

What is the maintenance fee and land area of Santai 3?

Neither is published. EcoWorld's advertising permit is unusually detailed — it gives the price band, unit count, remaining units, built-up, parking allocation, completion date, licence numbers and the land charge — but it does not state the maintenance fee, the sinking fund, the parcel's land area, the storey count or the number of retail lots.

I am not going to fill those gaps with numbers from listing sites. On a building with a retail band, commercial and resident car park levels and a ground-floor facilities deck, the maintenance rate is not something to guess at — the allocation of shared costs between the residential and commercial portions genuinely matters over twenty years.
