5 things that actually separate Klemeru Phase 4 from the rest of north Ipoh
Not a feature list. These are the points I would raise with you across a table, including the ones that cut the other way.
A guarded township at single-storey scale
The fact sheet lists 24-hour security in a guarded community, which most single-storey terrace schemes in Chemor and Klebang do not have. The cost is a RM95 monthly maintenance fee, billed half-yearly — budget for it.
Built for solar and EV from day one
Every layout page lists solar PV-ready roofs and an EV charging point provision. Eadepro’s June 2026 press release says Phases 2 and 3 came with a 6 kWp system as standard. Ask whether panels are in the Phase 4 SPA schedule or just the wiring.
Earlier phases were handed over on the record
The developer states Klemeru 1 (187 single-storey terraces) received its CCC and handover on 12 August 2025, and Klemeru 2 (96 double-storey terraces) on 21 March 2026. You can drive through both before you book — the best due diligence there is.
Small house, 4 bedrooms
The standard house is 1,100 sq ft with 4 bedrooms and 2 bathrooms. That is a lot of rooms for the floor area: bedrooms 2 to 4 are around 10′ x 11′ on the plan. Good for a family on a budget; tight if you want a study and a guest room.
Pick your lot carefully
The site plan shows a TNB substation directly beside lots 25 and 26, and the three corner units (44, 45, 64) sit on the angled road edge. The bungalow lot is described by the developer as facing the reservoir. Ask me for the lot-by-lot outline before choosing.
Township, specification and the dates on record
Phase 4 is the newest slice of Klemeru South, the residential side of a township Eadepro describes as over 120 acres. Specification points below are the developer’s wording from the layout pages and fact sheet.

The developer’s press release describes a guarded residential ecosystem; the Phase 4 material itself lists security and house features rather than shared facilities, so I list only what is written.

The Modern Terrace covers 60 of the 64 lots (Types C, D, E and E1 are the same house on different plots). Built-up and land figures are the developer’s.

The Modern Terrace — 1,100 sq ft, 4 bedrooms
A 22′ x 50′ house on 22′ x 70′ (1,540 sq ft) of land, with a 20′ car porch for 2 cars. Living, dining and kitchen run down one side; four bedrooms and two bathrooms down the other, with a rear patio. Type D is the intermediate; Types C, E and E1 are end lots with more side land — about 1,560 to 3,070 sq ft according to the developer’s lot schedule.

The Panorama Residence (corner) — 1,750 sq ft, 4 bedrooms
Only 3 units (lots 44, 45 and 64). A wider 35′ x 50′ house with a private inner courtyard, 3 bathrooms and a 3-car porch, on a triangular corner lot of 5,543 to 5,802 sq ft. Much of that land is the angled side garden, so look at the lot shape, not just the number.

A single detached bungalow (lot 1) on 6,588 sq ft, with a front kitchen, central living area, 3 bathrooms and a 3-car porch. Note the built-up is smaller than the corner terrace; you are buying land and privacy. The developer describes this lot as facing the reservoir.

Advertising and sale permit — Klemeru Phase 4
Malaysian law requires every housing advertisement to print these particulars. The developer’s June 2026 material stated that the advertising & sale permit (APDL) was pending and expected by July 2026, so no permit block was printed. I have not filled the gaps with guesses.

Developer’s licence number, lease expiry date, land encumbrance and restriction-in-interest are not printed in my material. Ask for the particulars from the developer’s current advertisement or site signboard and check them against the SPA.
Foreign buyers: what applies in Perak
Foreigners may buy residential property in Perak only above the state’s minimum price threshold, set by state policy (generally RM1,000,000 for residential property), and need state consent. Confirm the current figure before you commit. A single-storey terrace in north Ipoh will in practice fall below it.

About Eadepro Development Sdn. Bhd. and the Eastern Decorator Group
Start with the fact you can check yourself. The developer is Eadepro Development Sdn. Bhd. Its June 2026 press release, carried by Malay Mail and The Sun, says it was established in 2015 as the real-estate arm of the Eastern Decorator Group, which it describes as an Ipoh business founded in 1968. Company number is not printed in my material; the SSM profile costs a few ringgit.
The track record is local and recent, and it is on the record: Klemeru 1 (187 single-storey terraces, launched 2023) received its CCC and was handed over on 12 August 2025; Klemeru 2 (96 double-storey terraces on 22′ x 75′ lots, 1,921–2,204 sq ft) was handed over on 21 March 2026; Klemeru 3 (2025) targets handover in 2026. Phase 4 returns to the single-storey format.
What that tells me: a developer that has delivered two phases roughly on the timelines it announced is a better bet than one with a brochure only. The Q1 2027 estimate for Phase 4, however, is ambitious for a project whose sale permit was still pending in mid-2026 — rely on the SPA date, not the estimate.

It is leasehold, with individual titles, per the developer’s fact sheet. The lease term for Phase 4 is not stated in my material; earlier Klemeru phases are listed as 99-year leasehold on PropertyGuru. Ask for the lease expiry date before you book.
How many units are there?
64: 63 single-storey terraces and 1 single-storey bungalow, in 6 blocks. On the site plan that is 51 intermediate Type D, 9 end lots (Types C, E, E1), 3 Panorama Residence corners and the Pavilion bungalow.
What are the sizes?
The standard terrace is 1,100 sq ft (22′ x 50′) on 1,540 sq ft of land (22′ x 70′). The corner Panorama Residence is 1,750 sq ft on 5,543–5,802 sq ft, and the Pavilion bungalow 1,500 sq ft on 6,588 sq ft.
How many bedrooms and bathrooms?
Every layout has 4 bedrooms. The Modern Terrace has 2 bathrooms; the Panorama Residence and the Pavilion have 3.
Is it gated and guarded, and what is the maintenance fee?
Yes, it is a guarded community with 24-hour security. The developer’s fact sheet gives the maintenance fee as RM95 per month, billed every 6 months (two payments a year). Confirm the amount and what it covers in writing.
When will it be completed?
The developer estimates Q1 2027. In June 2026 foundation works were complete and concrete works were in progress. Your SPA (a Schedule G contract) sets the binding delivery date.
Where exactly is it?
In the Klemeru township around Chepor, in the Klebang–Meru corridor north of Ipoh, postcode 31200. The developer puts the Ipoh–Lumut Highway 3 km away, the North–South Expressway 5 km and Hospital Raja Permaisuri Bainun 7 km.
Does it come with solar panels?
Every Phase 4 layout is described as solar PV-ready with an EV charging provision and 3-phase wiring. Eadepro says Phases 2 and 3 had a 6 kWp system as standard; check the Phase 4 SPA specification schedule to see whether panels are included.
Can foreigners or Singaporeans buy here?
Only above Perak’s minimum price threshold for foreign buyers, set by state policy (generally RM1,000,000 for residential property), and with state consent. In practice this is a scheme for Malaysian buyers. Confirm the current threshold before acting.
Are there Bumiputera units?
Yes. The developer’s booking checklist refers to Bumiputera units, but the number and lot positions are not published in my material. Ask me for the marked-up site plan.
How much can I borrow?
Malaysian residents can generally get up to 90% financing on their first two residential properties, subject to income and credit checks.
