5 things that actually separate Taman Klebang Ehsan from the rest of Klebang

Not a feature list. These are the points I would raise with you across a table, including the ones that cut the other way.

A semi-D on one floor, in an existing suburb

Single-storey semi-detached houses are uncommon in new launches. Here the house is 25′ x 45′ on a 35′ x 65′ lot, with a side strip of about 10′ along the open side. No stairs; 3 bedrooms and 2 bathrooms on one level.

The site photos show the houses roofed, walled and at finishing stage, and the developer’s summary put construction at about 65% in August 2025 with a target of end-Q1 2026. You are not buying a render; you can walk the street.

Klebang, not the far side of Chemor

The developer’s map puts the site beside SK Klebang Jaya, close to SJK(C) Poi Lam, Econsave Klebang and the Klebang mall on Jalan Kuala Kangsar. It is a practical, lived-in suburb about 11 km north of Ipoh city centre.

Long lease, with a restriction

The lease runs to 13/01/2117. The brochure also prints a restriction that the land may only be transferred or leased with State Authority consent, which rules out foreign buyers in practice and adds a consent step to every resale.

The only permit I have is out of date

The statutory block on the brochure is from a permit valid 21/03/2019 – 20/03/2021, with completion printed as April 2021. The houses are being finished only now. Ask for the current licence and permit before you pay anything — I will request them.

Advertising and sale permit — Taman Klebang Ehsan

Malaysian law requires every housing advertisement to print these particulars. The only set in my material is the block on the developer’s Fasa 1B-2 brochure — and it is from a permit that expired in March 2021. I reproduce it so you can check it, not as proof that the current release is covered.

Developer’s licence no. 4043-19/03-2021/0260(L), valid 21/03/2019 – 20/03/2021. Land encumbrance: none (Tiada). Restriction in interest: the land may only be transferred or leased with the written consent of the State Authority. The advertisement states it was approved by Jabatan Perumahan Negara. The houses now on sale are being completed years after the printed date, so a renewed licence and permit (or an extension of time) should exist — ask to see it, and check it on the KPKT TEDUH portal.

Foreign buyers: what applies in Perak

Foreigners may buy residential property in Perak only above the state’s minimum price threshold, which is set by state policy (generally RM1,000,000 for residential property), and with state consent. Houses of this type in Klebang sit well below that level, and the title restriction requires State Authority consent for any transfer, so in practice this is for Malaysian buyers. Confirm the current figure before you commit.

Start with the fact you can check yourself. The developer is Perumahan Ehsan Sdn. Bhd. (company no. 106347-A), headquartered at No. 4-1 (3rd Floor), Wisma Ehsan, Jalan Sultan Yussuf, 30000 Ipoh, with a sales gallery at Unit L2-1, Wisma Octagon Ipoh, Jalan Raja Ekram, as printed on its brochure. You can pull its SSM profile for a small fee.

Taman Klebang Ehsan is its own multi-phase estate: the current homes sit in Fasa 1B-2, completed semi-Ds from earlier phases are already listed for rent and sale on the portals, and the developer’s summary mentions a further Phase 3 of 80 units to come. I have not found a developer website or press coverage.

What that tells me: a long-standing Ipoh company building plain landed homes in stages, with an earlier permit that ran out before these houses were finished. Neither is unusual for small Perak schemes, but it is exactly why you should see the current permit and the site before you book.

No project website is published. Completed-phase details are from an EdgeProp listing (Taman Klebang Ehsan, off Jalan Jelapang–Chemor) and have not been confirmed with the developer.

The semi-D land is 35′ x 65′ (2,275 sq ft) and the house is drawn 25′ x 45′. The Type B bungalow house is drawn 30′ x 45′. The developer has not published built-up figures in sq ft.

Can foreigners or Singaporeans buy here?

Malaysian residents can generally get up to 90% financing on their first two residential properties, subject to income and credit checks. The developer works with Public Bank and Maybank, but you can use any bank.
