The developer’s phase plan places the Kerian District Administrative Complex, the new Majlis Daerah Kerian and JKR Kerian offices beside the township, with SMK Pekan Baru 1.1 km and SK Wawasan Perak 950 m away. If you work in government in Kerian, this is the shortest commute you will find in a new scheme.

Eight earlier landed entries in this township — 562 houses — are completed with CCCs dated August 2022 to May 2024, and you can walk through them before you buy. The honest caveat: five of those entries needed approved extensions of 5 to 11 months.

The first four columns are the developer’s own figures, printed on its semi-detached brochure; it does not say whether they are road or straight-line distances. The last column gives approximate road distances I worked out on 8 October 2026 with an open road-routing tool (OpenStreetMap data), from the site coordinates on the government register to each town centre (from the coordinates printed on the filed advertisement for entry 8401-22); my Kuala Kurau figure matches the developer’s, and my Taiping figure is about 2 km shorter. Check them for your own route.

The licence is held by Bumi Johan Sdn Bhd (8401). I read the entries on teduh.kpkt.gov.my on 8 October 2026.

What the permitted price band tells you

The permitted band across the four entries is RM397,743 to RM925,440. By type: single-storey terrace Jenis 3 (about 958 sq ft) RM430,560 – RM645,320 (8401-19, 15 units), RM397,743 – RM654,148 (8401-21, 41 units) and RM403,800 – RM565,800 (8401-25, 22 units); single-storey terrace Jenis 1 (about 883 sq ft, 24 units) RM397,800 – RM511,800; double-storey terrace Jenis 5 (about 1,819 sq ft) RM513,884 – RM726,640 (8401-19, 63 units) and RM510,273 – RM733,656 (8401-21, 12 units); double-storey semi-detached (about 2,142 sq ft) Jenis 6 RM775,545 – RM877,473 and Jenis 7 RM828,800 – RM925,440 (12 units each). The bottom of the band is a single-storey terrace and the top is a Jenis 7 semi-D. Each band is wide because it spans intermediate and corner lots, and the register does not say which lots carry Bumiputera quota. Every figure is above the RM300,000 Zone 3 minimum for a foreign buyer of a landed home. The current price list is a separate document: ask for it by name, with the plot number.

About 46% to 82% built, all Lancar

The four selling entries all carry the status Lancar — on schedule, no adverse flag — as I read them on 8 October 2026. Recorded progress: 8401-19 81.19% (double-storey) and 81.5% (single-storey), vacant possession due 3 March 2027; 8401-21 64.88% (single-storey) and 54.17% (double-storey), due 18 September 2027; 8401-22 71.25% (Jenis 6 semi-Ds) and 50.83% (Jenis 7), due 9 October 2027; 8401-25 48.18% (Jenis 3) and 46.04% (Jenis 1), due 4 March 2028. The percentages are the developer’s own progress returns to the ministry (the statutory 7(f) report).

The track record on the same register. Eight earlier landed entries in Taman Kerian Putra (8401-7 to 8401-15, 562 houses) are Siap Dengan CCC, with CCCs dated between August 2022 and May 2024. Five of them had approved extensions of time (11 months for 8401-7 and 8401-8, 5 months for 8401-9, 8401-10 and 8401-11), and three more (8401-13, 8401-14 and 8401-15) received their CCC two to five months after the SPA delivery date with no extension shown. So: delivered, but not always on the SPA date. Ask what the SPA says about late delivery for your unit.

Note today’s reading and re-check before each progress payment your bank releases. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. All four entries sit in Lancar — no adverse flag.

Foreign buyers: what Perak allows

Yes in principle, for some buyers. The land is leasehold, Parit Buntar falls under Zone 3 (Kerian district) — confirm the zone with a lawyer — and the whole permitted band (RM397,743 to RM925,440) is above the RM300,000 Zone 3 minimum for a landed home. A foreign buyer must buy direct from the developer, needs State Authority consent, and cannot take a Bumiputera-quota lot.

Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

About Bumi Johan Sdn Bhd and Asiabina

Start with the fact you can check yourself. The developer is Bumi Johan Sdn. Bhd., company no. 447369-U, of No. 29, Jalan Damai, Taman Damai, 34200 Parit Buntar, as printed on its advertisements filed with the housing ministry; the register gives its registered address in Seberang Perai Tengah, Penang. It is licensed developer no. 8401, licence 8401/02-2029/1547(A), valid 10 February 2024 to 9 February 2029. The sales office is run by Damai Hikmat Sdn. Bhd. (197316-M) at the same Jalan Damai address.

The brochures carry the Asiabina logo and the Chinese group name 金辉集团. In a June 2026 advertorial in The Edge Malaysia, Asiabina says it was founded in 1988 by Dato’ Yong Chai Seng, that its first project was 20 terraced houses in Bagan Serai, and that it has delivered more than 15,000 homes and commercial units; it describes Taman Kerian Putra as a 144.73-acre township with 1,389 residential and 115 commercial units. That is the group’s own account.

What the register shows independently: in this township, eight landed entries (562 houses) and one flat entry (150 units) are completed with CCC, and the 100-unit Rumah PerakKu Kerian Putra affordable flats are under construction and Lancar. Megah Puri Sdn Bhd, whose Taman Serai Merbau brochure in Bagan Serai carries the same Asiabina logo and the same Jalan Damai office, appears to be a sister company.

The four phases now selling are not: on 8 October 2026 they are 46.04% to 81.5% built, all Lancar (on schedule), with vacant possession due under the SPA on 3 March 2027, 18 September 2027, 9 October 2027 and 4 March 2028 depending on the entry.

Is it delayed?

Not on the register today: all four selling entries are Lancar, the ministry’s on-schedule status. On the earlier phases, five entries needed approved extensions of 5 to 11 months and three received their CCC a few months after the SPA date, so ask how late delivery is handled in your SPA.

Where is Taman Kerian Putra?

It is in Pekan Baru, on the south side of Parit Buntar town, Kerian district, Perak, beside the new Kerian District Administrative Complex, SMK Pekan Baru and SJK(T) Saint Mary’s. The developer puts it 2.0 km from the Parit Buntar clock-tower roundabout and 2.3 km from the KTM station.

Is it freehold or leasehold?

Leasehold: 99 years, expiring 31 March 2123 as printed on the developer’s advertisements filed with the housing ministry. Ask to see the title, because an agency summary gives a different expiry date.

What house types and sizes are there?

In the four selling entries: single-storey terraces of about 958 sq ft (Jenis 3, 3 bed / 2 bath) and about 883 sq ft (Jenis 1, 22′ wide), double-storey terraces of about 1,819 sq ft (Jenis 5, 4 bed / 3 bath) and double-storey semi-detached houses of about 2,142 sq ft (5 bed / 5 bath). These are the register’s built-up figures; the brochures quote minimum lots of 20′ x 70′ (terraces) and 34′ x 75′ (semi-Ds).

Can foreigners or Singaporeans buy?

Yes in principle, for some buyers. It is leasehold, Parit Buntar falls under Zone 3 (Kerian) — confirm the zone with a lawyer — and the whole band is above the RM300,000 Zone 3 landed minimum. Perak bars foreigners from freehold property and lets them buy leasehold homes only direct from the developer, with State consent and never a Bumiputera-quota lot. Confirm the current rules before you pay.

Is it gated and guarded? Is there a maintenance fee?

No. The developer describes the township as non-gated and non-guarded, and no maintenance charge is published. You pay assessment to Majlis Daerah Kerian and quit rent to the land office.

Who is the developer?

Bumi Johan Sdn Bhd (447369-U), licensed developer no. 8401, part of the Asiabina group (金辉集团), which has built in Kerian since 1988. Its sales office is at No. 29, Jalan Damai, Taman Damai, Parit Buntar.

How much can I borrow?

For your first and second residential property, Malaysian banks generally lend up to 90% of the price, subject to income and credit record.

How do I view the houses?

  • The latest progress certificate for your row and the SPA delivery date
  • The Housing Development Account bank and number, to pay into

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).
