What the permitted price band tells you
The permitted band is RM388,600 to RM505,000 for 37 single-storey terraces of one design, so the spread reflects land size, with corner lots at the top. The first page of the filed advertisement prints the same range; its brochure page prints a different range in the small print — I quote the register, the ministry’s own record. The current price list is a separate document: ask for it by name, with the plot number.
About 61% built, Lancar
The register records the phase 61.22% built with the status Lancar — on schedule, no adverse flag — as I read it on 8 October 2026. First SPA 31 October 2025; vacant possession due 31 October 2027 under the SPA. The filed advertisement prints expected completion December 2027, two months after the SPA date; ask the developer to confirm the delivery date in writing. The percentage is the developer’s own progress return to the ministry (the statutory 7(f) report). Note today’s reading and re-check before each progress payment your bank releases. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Lancar — no adverse flag.
Foreign buyers: what Perak allows
No. Taman Serai Merbau 3 is freehold, and Perak has not allowed foreigners to buy freehold property since September 2023, whatever the price. (Bagan Serai falls under Zone 3, Kerian district — confirm the zone with a lawyer if the rules change.)
Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

About Megah Puri Sdn Bhd and the Asiabina group
Start with the fact you can check yourself. The developer is Megah Puri Sdn. Bhd., company no. 370501-X, of No. 29, Jalan Damai, Taman Damai, 34200 Parit Buntar, as printed on its advertisement filed with the housing ministry; the register gives its registered address at Menara Northam, Penang. It is licensed developer no. 9278, licence 9278/03-2028/0499(A), valid 8 March 2023 to 7 March 2028.
The brochure carries the Asiabina logo and names Damai Hikmat Sdn. Bhd. (金辉发展) as the office — the same office and brand as Bumi Johan Sdn Bhd’s Taman Kerian Putra in Parit Buntar; the agency summary names the developer as Asiabina Holdings. I could not find a public document tying Megah Puri to Asiabina by ownership, so treat it as the brochure’s branding. Asiabina says in a June 2026 advertorial in The Edge Malaysia that it was founded in 1988 and that its first project was 20 terraced houses in Bagan Serai.

A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
